I don't have much knowledge in this field. In my point of view, cities should be defined by their administrative area. - Hi, thank you for your message. The general definition is the administrative area.
However, https://zh.wikipedia.org/wiki/中華人民共和國城市人口排名 has three different definitions for the same city. How are the differently defined entitities called? See also http://www.stats.gov.cn/tjsj/pcsj/rkpc/6rp/html/fu11.htm.

- I guess those are not definitions but only plain statistics. Maybe you can refer to different areas as, for example, "urban Beijing" etc.? 地区 means administrative area which is defined by city borders. 市辖区 means districts (not counties) administered by the city. 城镇 means urban, which is defined by the files you've given. There are three coloumns of populations for the same cities, all apparently called Definition I, Definition II and Definition III resprectively. The firstr column lists the population of the administrative city. The second has the heading 市轄區 人口. It includes 市轄區 and 縣級市, which I can't translate properly. https://www.beijingcitylab.com/projects-1/4-population-china/ says: We focus on the basic building block of a city proper in China: Jiedao (sub-districts). - The article "城镇人口" says that "城镇" population consists of population of both urban (城) areas and township (镇) areas. I googled "urban-township population, China" and found that maybe the term is usually simply translated as "urban population." - The endnote for the definition seems to say: The data for 2000 are based on the definition of "urban population" in the "Regulations on the Statistical Division of Urban and Rural Areas (Trial)" issued by the National Bureau of Statistics of the People's Republic of China in 1999.
